DESCRIPTION OF WORK: The Owner will receive bids for the demolition and site restoration of the North Aurora Activity Center. The Work will include: The complete demolition and removal of existing building and its foundations, site demolition items, minor pavement restoration to pavement surrounding removed building and site restoration.

BASIS OF BIDS: Bids will be single contract, stipulated sum.

TIME OF COMPLETION: The Work will be performed such that the Project will be Substantially Compete as indicated in the Document 00 31 13 – Preliminary Schedule

BID OPENING: Sealed bids for all Contracts will be received by the Owner until 10:00 a.m. on Tuesday, December 9, 2014 in a sealed envelope addressed with the name of the Bidder, Owner, name and number of Contract, and the date and time of the Bid. Deliver to the Village of North Aurora, 25 E. State Street, North Aurora, IL 60542. Bids will be publicly opened at that time.

EXAMINATION AND PROCUREMENT OF DOCUMENTS:  The Bidding Documents will consist of one full set of Drawings and one Project Manual. The Bidding Documents may be downloaded free of charge online at http://vil.north-aurora.il.us/government/rfp-rfq-bidding.aspx (below) on Friday, November 14, 2014. The Bidding Documents can also be examined at the Architect’s Office: 10 Shumway Ave., Batavia, IL 60510

BID SECURITY: A Bid security in the amount of 10 percent of the total Bid is required

MANDATORY PRE-BID MEETING: a MANDATORY Pre-bid meeting and site walk through will be held at the North Aurora Activity Center, 1 N. Lincolnway, North Aurora IL 60542 at 10:00 a.m. on Friday, November 21, 2014. A second non-mandatory site walk through will be held on December 2, 2014 at 10:00 a.m. if requested by contractors.

RIGHT TO REJECT BIDS: The Owner reserves the right to reject any or all dis and to waive any errors, omissions or irregularities in the bids or the bidding procedure when, in the opinion of the Owner, such action will serve its best interests. Any bid which is not accompanied by the required bid security or by any other documents or certifications required by the Bidding Documents, and any bid which is in any way incomplete or irregular, is subject to rejection at the sole discretion of the Owner. Awards will be made to the lowest, responsible bidder as determined by the Village of North Aurora.

GOVERNING LAWS AND REGULATIONS: All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over the Project shall apply to the contract throughout including the Illinois Prevailing Wage Act (Ill. Rev. Stat. Ch. 48, Sects 39s-1-12) and the Illinois Preference Act (Ill. Rev. Stat. Ch. 48, Sects. 2201-2207) which will apply and must be included in the Bid amount.
